Envision
Where would we like to be in the future? This phase explores community priorities and focuses on developing a land use plan, and supporting goals and policies to help achieve a shared community vision of the future.
During this phase of the process, the following information will be gathered and developed:
- Vision, Goals, and Policies
The Vision, Goals, and Policies are the nuts and bolts of the Comprehensive Plan.
Vision: A statement of what the community desires for its future.
Goals: Concise statements of what the community aims to accomplish over the life of the plan.
Policies: Specific directions the County will take to achieve the individual plan goals and, ultimately, the vision.

Future Land Use Plan
This is the map that will guide future land use and development patterns in the County. This map will be developed and refined through a two-step process:-
Alternate Scenarios
In this step, the planning team will work with the community to develop two to three future land use scenarios that illustrate the potential impacts of various policy decisions in terms of how the County develops. This includes the location and intensity of various uses as well as priority areas for the retention of less intensive uses such as agriculture or open space. These scenarios will then be refined and combined based on community feedback into the Future Land Use Plan. -
Draft Future Land Use Plan
This map will illustrate the desired growth patterns for the County. The planning team will continue to refine the Future Land Use Plan through the process until it is formally adopted by the County.
